REGATTA SAFETY BOAT COVER. Operational Guidelines.

Colin Eales, of Southsea Rowing Club/Regatta has produced a set of REGATTA SAFETY BOAT COVER. Operational Guidelines which may be of use to other Clubs and Events and he is happy to share. H&D ARA Registration 2018. + BR Revised competition structure. Issue of translation from BR new Ranking Index System (PRIs) s to H&D Status and vice versa.

Clubs must register ALL active members in their proper status. Member may be prevented from rowing/sculling in any race unless so entered.   

(HANTS AND DORSET ARA REGISTRATION AND COMPETITON RULES. Rule 5.1 states -

5.1. At least 7 days before the first regatta of the season each affiliated club must register with the Association a list of all oarsman/woman who will be racing for the Club with their status.).

This form must completed and returned to Steve Bull, Association Secretary, 10, Brookfield Gardens, Binstead, Ryde, Isle of Wight, PO33 3NP at least seven days before the first Regatta. It can be E Mailed to stephencbull@gmail.com

The First Regatta is – COALPORTERS - on Saturday 5th May, 2018 - so registrations to be received by Saturday, 28th APRI, 2018.

This has been discussed at several H&DARA  Rules and Competitions Sub Committee Meetings and at the Associations AGM on the 24th March, 2018 - where the following was agreed -   

For translation from H&D status to PRIs it was agreed to allow H&D rowers to accumulate PRIs in the same way as any other person, by racing in river events and accumulating PRIs, which are separate for rowing, sculling and coxing.

For translation between PRIs and HD Status it is very difficult to cross translate because we are comparing a system based on side by side racing with one which takes account of all results, including head races. So f

or 2018 the following is proposed - 

If rowers with previous river experience wish to row in H&D events they should be members of an H&D Club and registered with the H&D to race.  Club secretaries will be expected to declare the number of BROE side by side finals won by the river rower, plus any BR points and PRIs and agree with the H&D Secretary & his fellow Executive Officers if necessary a suitable status for the individual concerned, sculling and/or rowing.  The intention being to ensure fair competition all round. 

The H&DARA Executive are relying on the Clubs to make an honest appraisal of an oarsman/oarswomen's status.

Revised H&D Entry form (Excel based) to be trialled in 2018.

The Hants and Dorset Rules and Competitions Sub Committee agreed at its meeting of Tuesday, 20th March, 2018 at BTC Rowing Club to trial a new format for the standard H&D Entry form this season - which is Excel based - although the old word based form will still be available. This decision was endorsed by the Hants & Dorset ARA AGM on Saturday, 24th March, 2018.

The form is based on - with some minor amendments - the Excel based Entry form produced by Tim Bull and used by most Clubs for last years Swanage Regatta which made the production of the program and draw much easier and appeared to be popular with the Clubs. 

The form includes all the information that is on the existing form but as an Excel based spreadsheet it should be easier for event and entries secretaries to sort, merge, cut, copy and paste - plus their are "drop-down" menus for the Club, Regatta, Even/Boat/Type/Status and crew designation - and the Entry Fee column should add up the total.

H&D ARA Entry Fees. 2018.
Please be aware that at the recent Hants & Dorset ARA AGM (24th March) the meeting agreed to increase the H&DARA Entry Fees by £1. So for the 2018 season the Championship Regatta Entry Fees will be £5 per seat plus the £1 SCC Levy (unchanged at the AGM) - total £6 a seat - so that's £24 for a four, £12 for a pair and £6 for a single..
Late entries, subject to any local event rules, will therefore be £10 a seat plus the £1 SCC Levy - Total - £11 per seat. (£44 for a four, £22 for a pair, £11 for a single.)

Public Liability Insurance via British Rowing. UPDATE.

Most of you will be aware that we have a long standing agreement with British Rowing that subject to certain conditions being met and the appropriate payment being made they will allow H&D ARA Events use their Public Laibility Insurance for their events. Earlier this year BR advised that this would no longer be possible due to their insurers revising the conditions imposed on "non-affiliated" competiotions and stating that they must be -

  • under British Rowing Rules of Racing
  • in full compliance of RowSafe, with the appropriate risk assessments documentation provided
  • with current British Rowing umpires
  • with a Race Committee of at least 3 Umpires in order to comply with the Rules of Racing.  

The Association has been in negoiations with BR regarding this and we are now pleased to be able to advise our affiliated Clubs and events that BR are now able to to confirm that they are able to continue to provide insurance to all Hants and Dorset competitions - should any H&D event require it.
Whie still waiting confirmation from BR on the process - we assume that this will be as in previous years - i.e. Events apply direct to BR for cover - and the Regions RSA confirm that the correct documents are in place and that they have been checked - and BR will then issue the Public Laibility Insurance Certificate on payment of the appropriate fee which was £120 in 2017.
